Public Election Fund Division

The Public Election Fund Division under the Election Commission of Bhutan is mandated to administer and oversee the Public Election Fund in accordance with the provisions of the Public Election Fund Act. The Division is responsible for the management, disbursement, monitoring, and scrutiny of election campaign expenditures related to parliamentary elections, as well as the monitoring of campaign expenditures in local government elections. In addition, it oversees the financial accounts of political parties, ensuring compliance with the relevant legal framework

The key responsibilities include:

Report on all matters relating to the Public Election Fund and seek necessary approvals from the Election Commission;

Notify, upon the announcement of elections, the amount of funding that may be disbursed to political parties or candidates from the Public Election Fund

Discharge its functions with due consideration of all relevant facts and circumstances, in accordance with electoral laws, rules, and prescribedprocedures

Verify and scrutinize all documents submitted to the Election Commission under the provisions of the Public Election Fund Act

Develop, prepare, and disseminate guidelines and instructions on accounting and bookkeeping standards for candidates and political parties

Prepare and publish annual reports outlining the Division’s activities, including recommendations on legal, administrative, or financial reforms, and provide an account of the Fund’s utilization;

Monitor the submission of returns on election expenses and review the financial records of candidates and political parties in compliance with the Act

Enforce the provisions of the Public Election Fund Act of the Kingdom of Bhutan, 2008

Coordinate with political parties in the management of the Bhutan Democracy
Dialogue (BDD) forum, including the preparation of budgets and planning and
implementation of related activities.
