The Human Resource Division (HRD), operating under the Secretariat and reporting directly to the Director, is headed by the Chief Human Resource Officer. It serves as a key institutional function in upholding the Commission’s independence, professionalism, and apolitical character through the effective management and development of human resources.
The key responsibilities include:
Provide strategic workforce direction and formulate, implement, and monitor the Human Resource Plan, ensuring alignment with the Commission’s mandate and Service Rules across all 20 Dzongkhags.
Build and sustain a competent, professional, and future-ready workforce to meet current and emerging organizational needs.
Manage merit-based recruitment, selection, placement, and deployment of staff in a fair, transparent, and accountable manner.
Oversee employee management functions, including postings, performance, assignments, and maintenance of accurate HR records and service histories.
Coordinating with key legal institutions, including the Office of the Attorney General and the Judiciary.
