The Election Operations Division (EOD) plays a central role in planning, coordinating, and executing all electoral activities. Its roles and responsibilities typically span across the pre-election,during election, and post-election phases.
The key responsibilities include:
Fully familiarize with electoral laws, plans, and policies
Ensure adherence to the Election Code of Conduct
Schedule and conduct Parliamentary, Local Government (LG), Bye-elections, and National Referendums in a free and fair manner
Spearhead Bye-elections for Parliament and LG in case of vacancies
Collect and coordinate deployment of officials (ROs, NOs, AROs, MOs)
Facilitate appointment and issue orders for election officials and election coordinators
Facilitate appointment and issue orders for election officials and election coordinators
Draft and issue press releases for declaration of results (with approval)
Issue notifications on Mitsi transfer and party deregistration
Mentor, supervise, and evaluate Dzongkhag Electoral Officers (DzEO
Review and adjust polling stations based on DzEO recommendations
Coordinate conduct of Functional Literacy & Possession of Skills Test (FLT)
Organize stakeholder coordination meetings at national level
Review guidelines, strategies, and develop SOPs for elections
Coordinate pre-election meetings with ECB HQ and Dzongkhags
