The Policy and Planning Division (PPD) is responsible for leading strategic planning, policy development, research, monitoring and evaluation (M&E), and international cooperation of the Election Commission of Bhutan (ECB). The Division ensures alignment of all plans, programmes, and policies with the Commission’s mandate, and supports evidence-based decision-making to enhance institutional effectiveness and democratic governance.
The key responsibilities include:
Formulating long-term and medium-term strategic plans for the ECB.
Develop, review, and harmonize electoral policies, regulations and procedural guidelines
Coordinating Five-Year Plans, Annual Work Plans, and budget processes.
Monitoring and evaluating the implementation of plans, programmes, and policies.
Conducting research and analysis to support evidence-based decision-making.
Reviewing and validating progress reports and performance indicators.
Facilitating mid-term reviews and follow-up on policy recommendations.
Ensuring alignment of programmes with organizational priorities and national goals.
Strengthening inter-divisional coordination and planning coherence.
Maintaining and strengthening relationships and cooperation with external agencies and international EMBs.
