The Civic & Electoral Education Division (CEED) is one of the Divisions under Department of Election & Civic Education (DoECE), dedicated to upholding electoral integrity and promoting informed, active citizen participation in the democratic process. The Division plays a pivotal role in promoting democratic participation and ensuring that the electoral process is transparent, credible, and inclusive, aligned with the core mission of conducting free and fair elections.
The key responsibilities include:
Planning, designing, and coordinating comprehensive training programs for election officials, including Returning Officers (ROs) and National Observers (NOs).
Conducting Training of Trainers (ToT) sessions to ensure effective and standardized delivery of electoral knowledge across various levels.
Developing and promoting Civic and Voter Education Programs and awareness campaigns to foster a vibrant democracy.
Creating educational resources, such as training manuals, and materials including specialized formats like Braille to support diverse learning needs.
Establishing and monitoring Democracy Clubs in schools and institutions nationwide to engage youth in civic processes.
Collaborating with diverse stakeholders, including government agencies, Civil Society Organizations (CSOs), schools, and the media, to enhance outreach and engagement.
Compiling civic education reports and conducting evaluations to analyze outcomes and monitor the effectiveness of training and electoral education initiatives.
Coordinating pre-poll civic education activities to ensure the electorate is well-prepared for elections and referendums.
Managing main units which comprise Civic & Voter Education, Electoral Training, and Audio-Visual production to support the Division’s strategic goals.
